Here's what I got back from Lt. Col. Ballmer from NM Wing. The attachment didn't make it through and I've asked him to resend it. When I get it I'll forward it to you via email.
Joe, we have openings so the sooner the better on the CAP Form 31. What I could use is the following info and I'll reserve a spot for him: Name, Rank, CAPID, Charter #, Birth Date, Home Phone and Mailing Address. Cost is $100. Show is between 12-4 pm on Sunday July 24 July. Encampment ends Saturday July 30th. I have attached a copy of the Cadet Handbook (In Word Format) which will be sent to all participants. If you have any questions, give me a call at 505-249-1128 or send me an e-mail. Paul J. Ballmer, Lt Col, CAP

If we could get two cadets to go we might be able to swindle Wing into buying a plane ride over and back. Personally funding the plane ride is also an option for you. You might find a SM who needs to fly that would split the cost with you. Bus, driving your POV, walking, biking, hitchhiking (not recommended), or riding horseback might be other viable options.

I almost forgot. There is the possibility that there will be other OK Wing cadets attending this encampment as well as a SM or two. If that is the case it is possible, if not likely, that a van will be making the trip and you could catch a ride on it.
