I'd say that somebody photoshopped the image of the fighter onto a missile launching video. Right when it comes out you can see where some of the water and exhaust blurs and changes color a bit.
As for why it's not possible (so far as I know, feel free to tell me I'm wrong); jet engines require a lot of air intake to burn their fuel and provide thrust. Without that supply of air when under water, it'd sink like a rock. A missile on the other hand burns because of a chemical reaction when its fuel is activated and doesn't need the air...
