The reason CAP changed the name was because somebody with stars on his collar has some strange need to make us be just like the USAF. USAF has used the term character development in their manuals for quite some time, and CAP snuck the phrase into one of their ML manuals at a conference somewhere in the last year or two. I guess it was either put forth very little effort and admit a mistake, or cause a huge uproar and change the reg.
